WSJ: School employees approved state certification for about 85 percent of the unions seeking the limited collective bargaining rights allowed under Wisconsin's controversial new law governing public employees, officials said Thursday. In November, all six state employee unions that sought official status won recertification elections. Unions certified under the collective bargaining law are allowed to negotiate for cost-of-living pay increases only, with benefits and working conditions considered out of bounds.
