Protest with signs result in no arrests?

For awhile, there was peace at the Capitol. Only a few singers and no protesters. That all changed overnight.

Capitol Police Chief David Erwin wisely announced he would start arresting protesters, for a simple constitution right.

The shit hit the fan. WISN 12:

"I am extremely disappointed that the Capitol Police have begun arresting peaceful protestors in our State Capitol building for simply holding signs without a permit," said Rep. Sandy Pasch, a Democrat.  "To deny a constitutional right of free speech -- of simply holding a sign -- because a citizen does not have a permit is unconscionable."
