From the Green Bay Press Gazette, this about Walker's refusal to expand Medicaid: 

Walker spokesman Tom Evenson says it’s hard to believe the government’s promise on providing funding when it can’t even manage to run its health care website properly.

Ah, because Medicaid doesn't depend on the Healthcare.gov website...just a guess.
